The GULAG Token is the governance instrument of Gulag DAO — a credential, not a currency. It represents ownership, standing, and voting authority within the DAO’s sovereign ecosystem. One token. One voice. Earned, not purchased.
Acquisition Channels
GULAG Tokens enter participant wallets through exactly two verified channels: (1) Direct purchase through the official DAO Token Sale portal — an ongoing opportunity throughout the life of the DAO, not limited to any pre-sale window. (2) Participation Rewards — earned through governance activity, mission contribution, ecosystem development, and community engagement. There is no third channel. There are no exceptions.
The Onboarding Gate
Token balance alone confers no rights. Every governance function — voting, proposal submission, reward eligibility, treasury participation — requires a verified Gulag DAO Persona. No profile. No vote. No standing. This is enforced by code, not policy.
Secondary Market Firewall
Tokens acquired on secondary markets carry zero DAO utility. Governance weight is calculated from the DAO’s internal issuance registry — not raw wallet balance. Even registered participants cannot re-import externally purchased tokens. The registry is the source of truth.
The Dual-Arena Model
Inside the DAO: all participants operate under anti-whaling protocols — governance influence is bounded, token accumulation is governed, the playing field is enforced by code. Outside the DAO: whales may accumulate freely on secondary markets with no DAO restrictions. These two arenas do not connect. Secondary market accumulation produces zero additional governance power. A whale holding 10,000 tokens bought on a DEX has the same DAO standing as someone with none — unless they completed onboarding through proper channels.

SUBMISSION

72-hour community review window. All participant roles may comment and submit amendments. Minimum quorum feedback required before the vote phase activates.
VOTING
Token-weighted voting window of 48 hours. Voting power is proportional to staked Payok Coin. No off-chain influence. Every vote is permanently recorded on the Internet Computer.
EXECUTION
Approved proposals are automatically executed by Internet Computer smart contract. Funds release on milestone confirmation. No manual override. The code is the constitution.

Pass Conditions
Minimum 10% of circulating Payok Coin supply must participate in a vote for it to be valid. Quorum ensures no small group can manipulate outcomes during low-activity periods.
Standard proposals — such as operational directives, role assignments, and partnership approvals — require a simple majority of 51% to pass. The threshold is low by design to keep the DAO agile.
Critical treasury proposals — including large fund releases, liquidity pool modifications, and Klondike Gold recovery operations — require a supermajority of 67%. This protects mission-critical resources from rushed or contested decisions.
